Cool weather website - Mt. Washington, NH
Mount Washington in New Hampshire is home of some of the absolutely worst weather in the continental USA. High winds, cold temperatures. You name it, it's got it (with the exception of Death Valley's heat and dryness)

And yes, in summer months, you can drive to the summit. There is a gorgeous lodge there which was used in the filming of the Steven King movie - The Shining.
