The creator of the
Mr. Bill character Walter Williams (Oh Nooooo...) has close ties to New Orleans and in 2003 did a
wonderful 45-minute film on the dangers that this city
faces faced when a major storm

The people in this film do not excoriate the Municipal and State Officials but the prior knowledge and historical evidence presented does.
