An earth-shattering ka-fizzle?

Some arm-chair science-types are looking at what would be needed to cause a 4.2 Richter quake. Turns out to be about 2 kilo-Tons of TNT. For comparison, the Hiroshima bomb was 15 kT. From what I have read, the Norks were looking to get about 400kT. Again, this is all woolgathering and late-night posting but we will see in a day or so.
